The discretionary funding process for Fiscal Year 2014 has been launched. This section of our blog contains important information on the application process, including deadlines and detailed instructions. If you have any questions or concerns, please e-mail Joe Taranto at jtaranto@council.nyc.gov.
Expense Funding
Expense funding is allocated to non-profit organizations providing services to residents of our Council District. This funding is for programmatic expenses and grants typically range from $3,500 to $10,000. The absolute and final deadline for expense applications is Friday, March 29, 2013. Capital Funding
Capital funding is for infrastructure projects like new construction, renovations and the purchase and installation of new equipment. Capital funding is generally broken up into three categories: schools, cultural organizations and non-city projects. The deadline for all capital applications is Tuesday, April 9, 2013. If you wish to apply for recommendation support from a Caucus or Delegation -
BLAC (Black, Latino, and Asian Caucus):
Each year, the BLAC submits a list to the Speaker with specific requests from organizations that don’t necessarily receive initiative funding, or need funding for another purpose. This is the BLAC priority recommendation list. In order for groups to be eligible for this list, they must be citywide groups. They must also apply to the Speaker prior to the March 29th deadline.
In “Section C: Funding Information” of the Council’s online Discretionary Funding Application (http://council.nyc.gov/html/budget/fy_14application.shtml), the following question is asked: “Is the organization seeking funding related to Speaker Initiatives and City-Wide Initiatives?” Groups must click “Yes” for this question if they plan to apply for BLAC recommendation support (even if they are not applying for initiative funding).
The BLAC “request for recommendation support” application is available here: http://bit.ly/BLAC_FY14. The deadline for submission of this form is April 12th, 2013 at 11:59pm.

Manhattan Delegation:
As in past years, the Manhattan Delegation will accept expense and capital funding proposals from eligible 501 (c) (3) organizations. Please click the corresponding link for instructions for expense and for capital funding requests. In addition, the Frequently Asked Questions document provides some additional information about the budget process.
Please note that the Manhattan Delegation is requiring the completion of a short form in addition to the online application for all groups seeking capital funding from the Delegation. This document is explained in the attached capital funding instructions, and is also available here. Groups must complete this form in addition to any other required applications in order to be eligible for funding.
Also note that the Manhattan Delegation is not scheduling meetings with individual organizations regarding expense and capital funding requests, but we will review all submissions. You should feel free to approach individual members to request a meeting.

Although the time has passed for Expense, we can only suggest reaching out to Council Member Palma’s office, whom heads the Bronx Delegation, since we do not have that information.
